# Github Copilot Unlicensed Code Review

I manage GitHub Copilot code‑review permissions for unlicensed members in my organization. By default the feature is disabled, and enabling it requires deliberate admin action via two separate policies. Once enabled, the review usage is billed to the organization as GitHub AI Credits, and starting June 1 2026 the workflows also consume GitHub Actions minutes. I can upgrade free‑plan users to Pro through the Copilot settings or marketing page, and I monitor costs using the billing dashboard.

Copilot Free includes 2,000 code completions per month and a limited monthly allowance of GitHub AI Credits for chat and agent features.

No. This capability is off by default and gives the enterprise admin control to enable or disable.

Beginning June 1, 2026, code review workflows also consume GitHub Actions minutes.
