I notice that what I can easily observe tends to behave in an ordered way, while rarer or less common phenomena feel chaotic to me.
I think what is observable is ordered, while what is rarer is usually closer to chaotic.
A crowd of people has set directions it can traverse; a cloud of electrons may be less predictable, and so on.
